Correct.
Was there any dispute over the state or nature of the rules requiring
in-region deployment of normally allocated address resources? Was this
considered an undue burden when trying to deploy internet based goods and
services to a global market, because of cost of local connectivity,
latency, available bandwidth or other similar concerns?
