Sure, but if you have that many customers with that many internet-connected 
hosts, and you are an LIR, that’s not difficult.

Note that nowhere in the justification or the application does it mention 
whether these customers are associated with any form of connectivity contract, 
nor is that the subject of any of ARIN’s policies at this time.
