The problem with the draft policy is that it removes the need for an some
connectivity service from the LIR associated with the assigned IPv4
addresses to end-user customers.

This business model would set a dangerous precedence not only in the ARIN
region but across other regions.

What does "Users of network even mean"? Does that include any Tom, Mary and
Jack with a smart handset?
