Arguably, yes. I didn’t say otherwise. What I said was that staff is allowed to deny on policy and not on convention. There are plenty of factual ways to write up a justification that would pass muster in policy for leasing as leasing with connectivity and without are essentially indistinguishable absent voluntary disclosure. There are also plenty of ways to write one that would get rejected.
