Maybe we need to put it in context..
We want to stop those companies that apply for space, 'rent it out' to
spammers who want clean IP space, then call it 100% utilization, so they
can apply for more space, all the time creating an asset base of IPs for
investment purposes..
But we want the hosters that are growing with more legitimate customers,
the ability to continue their growth..
The first party hides behind the label of 'leasing' when in reality it
is a different beast completely, and is an attempt to 'game' the system
to increase their IP portfolio, in a way that isn't constructive to the
internet industry.

Problem Statement:
Currently section 4.18 prohibits the transfer of waitlist space for a
period of 60 months. However, there are no restrictions on leasing
out the space immediately after obtaining it from the waitlist.
Policy statement:
Modify the current text in 4.18 from:
ARIN will only issue future IPv4 assignments/allocations (excluding
4.4 and 4.10 space) from the ARIN Waitlist. The maximum size
aggregate that an organization may qualify for at any one time is a
/22. Organizations will be able to elect a smaller block size than
they qualify for down to a /24. Organizations which hold more than a
/20 equivalent of IPv4 space in aggregate (exclusive of special use
space received under section 4.4 or 4.10) are not eligible to apply.
Address space distributed from the waitlist will not be eligible for
transfer, with the exception of Section 8.2 transfers, for a period
of 60 months. This policy will be applied to all future distributions
from the waitlist to include those currently listed.
