In accordance with the Policy Development Process (PDP), the Advisory Council 
met on 21 December 2023.

 

The AC has advanced the following to Recommended Draft Policy status (will be 
posted separately for discussion):

 

* ARIN-2023-4: Modernization of Registration Requirements

 

The AC advances Draft Policies to Recommended Draft Policy status once they 
have been fully developed and meet ARIN's Principles of Internet Number 
Resource Policy. Specifically, these principles are:

 

* Enabling Fair and Impartial Number Resource Administration

* Technically Sound

* Supported by the Community

 

 

The AC has abandoned the following:

 

* ARIN-2023-2: /26 initial IPv4 allocation for IXPs 

 

The AC issued the following statement:

 

The ARIN Advisory Council has abandoned ARIN-2023-2 "/26 initial IPv4 
allocation for IXPs" on the basis of several factors, including the following:

 

(1) Unlike RIPE NCC which has adopted a similar policy, and APNIC which is 
currently considering a similar policy, ARIN has a policy to prioritize the 
replenishment of reserved pools including those associated with Sections 4.4 
and 4.10. This replenishment policy can be seen in section 4.1.7.1. Disposition 
of Resources. 

 

(2) The policy lacked broad community support. To the contrary, several IXP 
community members shared concerns around the difficulty of renumbering. While 
sparse allocation was briefly considered by the shepherds, the net effect would 
not address the underlying problem. Additionally, the IXP community indicated 
that reverse DNS was going to be an issue because ARIN's systems are limited to 
delegating Reverse DNS in units no smaller than a /24.

 

(3) The implementation of this policy would require considerable development 
efforts on the part of ARIN's technical staff in order to support Reverse DNS 
delegation in units smaller than a /24. The estimated development effort was 
estimated by staff to take up to two years. 

 

Anyone dissatisfied with this decision may initiate a petition. The deadline to 
begin a petition will be seven days after the AC's draft meeting minutes are 
published.

* ARIN-2023-8: Reduce 4.18 Maximum Allocation

 

Recommended Draft Policies:

 

* ARIN-2023-1: Retire 4.2.1.4. Slow Start

* ARIN-2023-5: Clean-up of NRPM Sections 4.3.4, 4.4, 4.10 and 6.10.1
