The behavior is totally unpredictable. The other day, I did the
following:

0. The system ran stably. I had updated everything except dtb-amlogic
to the latest 16.0 release. dtb-amlogic was still at -.29.
1. removed the eMMC card and used my USB MMC reader to create a full
backup (I do that for backing up to save time when the issue reoccurs).
2. plugged the eMMC card back into the OdroidC2.
3. booted, the TX timeout problem occured, I couldn't bring the system
up.
4. Plugged the eMMC out again, played back the backup that I'd just
written (so the content of the storage should be exactly the same as
before, modulo a few log messages and time stamps)
5. Booted; no problem occured.

I noticed that in step 2) the eMMC card READER and the eMMC had become
quite warm. I currently suspect that it may be an issue related to
overheating, or some other hardware problem. The heat theory also only
makes so much sens, because if it was heat, the issue should be
temporary; but that was not what I observed. Anyway, I can't find a
logical explanation for the behavior described above.

Even if the system seems to run stably, I observe 5-10% dropped packets
on the ethernet port. I currently can't say for sure whether these
package drops happened with Leap 15. I just know that I never observed
the TX timeout with Leap 15.
