I found it fascinating as well.  I suppose massive use of mercenaries brings
up concerns that the mercenaries would take over.  If you already have a
public army not being used in a war, I'd guess the intuition is that it
is cheaper to use them than to hire another.  This assumption may well be
wrong though.
