Ok now I think you have confused me and lot of us here. Do you mean 
to say Kehnaa hi kyaa, Tu hi re, Quissa and Bol Sajni could have 
replaced Dheeme Dheeme in 1947 with no change in orchestration. I 
guess if thats your point then I am sure you have missed the whole  
feel of Dheeme Dheeme. Let me explain. Dheeme dheeme song is deply 
entreched in melody and so is Kehna hi kyaa. You would see the 
minimal orchestration in it with emphasis being on the underlying 
melody and the singer. But kehna hi kya with its pure melody also 
has rich orchestration and the high point being Rahman's entry. 

Kehna hi kyaa has genius written all over it with respect to 
experimentation but the same can't be said of Dheeme dheeme. I am 
sure Rahman did it for 1 simple reason and thats exactly what we are 
debating.
