For English films/ music/ album/ whatever, there is worldwide market. 
So, the sales are much more enabling producers financier to make enough 
dough. That makes them put a lot of money in the project at the initial 
stage, that has kept the rates of artists high.

So, when any international artist is approached to do a part in a 
smaller show, even though he does quote his lower-end rates, that lower 
end is quite higher than the highest rates of that smaller show.

Mohammed Ali was approached to do the wrestling scene with Amitabh 
Bachchan in a movie (naseeb?) and he quoted such a huge price (which was 
his lower price) that these guys didn't even negotiate further with him.

And then there are complications brought by outside celebrities. In 
Baiju Bawra, Naushad saheb wanted celebrated classical singer D V 
Paluskar to render song for Tansen's Character. But Paluskar, though he 
agreed to sing, refused to sing was Tansen because Tansen looses the 
contest, even though Tansen is the most legendary singer till date. So, 
another celebrated classical Singer Ameer Khan rendered Tansen's part. 
Actually, these celebrities knows that it is a once-in-a-blue-moon 
assignment and it would not bring regular earnings for them, so they put 
any odd conditions knowing well that their otherwise earnings are not 
going to be affected even if it doesn't work out.
