The song is describing a city and not a human being. Actually it is
describing a city as if it were a human being. And when he says that it has
heart on the right and the left sides, he means to say that the city has a
heart. It is emotional. If you listen to one line "Bas ishq mohabbat pyar" -
only love, romance and more love! ;) The city is totally emotional is the
bottomline. A poetic way of saying it is that it has heart all inside it.
