mixing is putting all stems ( tracks like voicem,bass,synth,drums etc etc) together so they make a coherent song and each layer dont fight for space. Mastering is adding the final touches by taking care of the dynamics, limiters etc
mastering also takes care of volume levels for all songs in CD compilation as per red book standards this is just simply put many great engineers say a good mix of a song does not require mastering..
