Localization, or in general, changing the length of labels, is much more manageable if you place the labels on top of the field and make the fields wide enough to accommodate the largest label.

A label in English might be 5 characters long. However in the next local it could be 10 characters long. (Spacing between fields likely needs to be managed manually at this point.) However, if BMC moves to a more advanced layout manager (like Java Swing uses) then I can see more of this becoming "automatically" possible.
