I'm a little slow catching up on these messages, so please forgive me if this 
has already been figured out.  In the advanced settings of IE, there is an 
option to reuse window for launching shortcuts that is enabled by default.  In 
my previous and current life, I've used Magic (servicedesk express) and that 
setting was the bane of my existence since it continually knocked people out of 
magic (and tie up a license).
