You can try renaming the Filter with a ~ at the end of the name. I believe that causes all phases to fire at once. I don't know if that will solve the problem.
In the past I've pushed the ID to another form, then had that form push it back to another field on my original form. That seemed to work to make the filter fire based on ID.
