In the admin tool preferences, you can set the default permissions to
include the 'allow any user to submit' on the fields tab.

hi, don't really understand, in fact this checkbox exists on the permissions
tab in RA, been there for years. Run ver 3.1 and You will see it in place
even there, or am I misunderstandning the Q? / Lars
