Answer 1) RTF on the native user client is not possible.. On the midtier however if your web developers are willing to play around to modify the code behind those pages.. I'm not sure you would be achieving a business advantage doing that given the work involved...
Answer 2) DDE is your answer to it. There is a good example of how to do this on the Admin guides where they explain the use of the DDE action of an Active Link... Follow that example and replicate it on the field you want to run your spell check over...
