You could build a small application that for instance allows users to 'publish' their saved searches to other users, or to their team. This 'publish' action would then be workflow that creates or updates these searches for other users as well.
In my opinion something like this would really be useful for your organisation, and it will be easily maintainable by the users without the need of administrators.
