Frank, Wouldn't it be

(Not $GROUP$ Like "% 1;%" and Not $GROUP$ Like "1;%")

The first term finds it in the middle or the end and the second term finds it in the first position of the Group list.

With "%1;%"  it would find, and block, a group number like 51.
