NLS_LANG to American_America.AL32UTF8 is correct.

Also look at the LANG, ARLANG, and LC_* env vars.  Not sure ARLANG was
introduce in 6.3 or 7.x since I skipped 6.3.

I did a UTF8 conversion of Oracle8i during our 6.0.1 upgrade, but never had
these issues.  You may want to investigate the behavior of the conversion
utility you are using, and how it handles character conversion for non 7bit
ascii characters, make sure this is in line with what remedy expects.

Did you read up on the ar.conf settings?  There is at least one that has to
be set to UTF8.

When I try to view contents of the database I see some strange values -
�DERUNG (should be ÄNDERUNG).
I suppose some European characters did not convert correctly.

Something like Db-Character-Set.
