? No. Appending `! to a FIlter's name forces it's actions to be processed in "Phase 1". Filter actions are "phased", separated into 3 phases - Phase 1, Phase 2, and Phase 3. Set Fields actions, for example, are processed in Phase 1, while Push Fields actions are processed in Phase 2. Run Process, and Notify actions are processed in Phase 3.
If you had a Set Fields that needed the results of a prior Push Fields, even if the Set Fields is in a Filter with a later Execution Order, you'd need to force the Push Fields action to Phase 1 by appending `! to it's Filter's name.
