No.  Appending `! to a FIlter's name forces it's actions to be processed in
"Phase 1".  Filter actions are "phased", separated into 3 phases - Phase 1,
Phase 2, and Phase 3.  Set Fields actions, for example, are processed in
Phase 1, while Push Fields actions are processed in Phase 2.  Run Process,
and Notify actions are processed in Phase 3.

If you had a Set Fields that needed the results of a prior Push Fields,
even if the Set Fields is in a Filter with a later Execution Order, you'd
need to force the Push Fields action to Phase 1 by appending `! to it's
Filter's name.

1 in the manual.

The '! on the end of the filter name is to make sure that values are
retained in memory that might be NULLED out by other workflow.

      This may be an elementary question, but are there any characters that
      cause different behaviours on filters?

      I'm looking at a filter that shouldn't seem to work quite as I'd
      expect it to, but I'm wondering if the use of characters in the name
      makes any difference?  Its got a '! at the end ... ?
