I stopped and started the mail service several times.  

These email are all going to the CHG:Change form using a standard
template (old version) The account that we use to submit the requests
has Admin and APP-Admin privs in the system.


Do I need to be directing these to the AR System Email Message form
instead?

 Are you submitting messages to the normal AR System Email Messages form
 or some other form?

You might try to stop and restart the Email engine. (Sometimes it gets
confused.)
