Kinda coming late to the game on this one, sorry if it's already been covered.
I discovered that in the emaild.conf (or properties) file, there is a setting that determines how often the configuration is updates from the remedy tables. It's defaulted to 30 minutes, I've changed it to 1 minute on my dev server so I can test them more easily. You can find more details in the email engine documentation.
