We have a script that does this through the API and changes all forms’ data (status history, assignments, etc). Input is a set of new and old logins. It runs off a configuration spreadsheet and so bespoke forms and fields can be added to the easily. The script generates a CSV of all forms and fields changed.
It is not a free product though the script is available for free.
