Jason is correct – versions of ARS earlier than 9.0 used the Oracle OCI client 
libraries to connect to the database and required the client to be installed on 
the ARS server machine.  9.0 now uses JDBC and the driver is included with the 
server.

Confirmed you don't need the Oracle Client. I used Misi's document to build a 
VM of 9.0 and skipped the whole Oracle Client section.
