Hi Mark,
 
as far as I remember there should be a field for a Change Template ID in the
form CHG:ChangeInterface_Create, right?
 
So - when you use the template by using the template ID and this template has a
different process workflow defined,
a different than the ootb process workflow, the change created from the template
should follow your different process workflow.
