One more approach:
 
- Process it on the command line with Meta-Update:
           Pass the name of the file on the command line
           Update as many tables as you like conditionally, with Merge API
or not as you like
 
Meta-Update automatically handles CSVs that both the Import tool and Excel
can't with embedded line feeds, escape characters, un-doubled quotes,
commas.  It can apply value interpretations and transformations on read.
Meta-Update can be run on the server or client.  Meta-Update allows complex
scripting in minutes.
 
NO need for any ARS "import table" workflow, 
 
Consider the problem at hand: the ITSM 7 equivalent of SHR:People.  You will
find the ITSM 7 has no SHR:People and instead needs multiple records in
various tables to set up a person properly depending on the rights and roles
of that person.  
 
Yes, IF and only IF your CSV file can be processed by the import tool, you
could build a table to receive the fields of that file and all of the
workflow that will be needed to validate and transform that data and push
across the required set of records.
 
Or, with Meta-Update, in a matter of minutes you'll have a regular job that
can be run over and over again reliably.

you could also automate using the ARImport from the command line, you will
need to create a mapping and make sure that the file has always the same
name, if the  file comes in with different name you could use a batch
command to rename the file and then import it. If you need further details
on how to do this, contact me offline and I will send you complete details.
