This is exactly what Support Group Hierarchical Configuration was introduced for. However you will want to patch your server before implementing it because it works much better in 9.1.03 than 9.1.00. It uses row level security which is enforced in Global Search, WO Console, Overview, AR Reporting, and Smart Reporting, but not in Analytics.
