I did install the licensing first. I think I'm to the point where I need to wipe my dev server clean and start over :-(

I have since installed Problem and Change management without any issues. I reviewed the incident management installation logs and everything looks fine...there are no errors; installation completed successfully. Can somebody tell me what I missed?
