Tyrone,

We created a "Dispatcher" permissions group.  Added "Dispatcher"
permissions to those individuals on the Help Desk. Then added the
"Dispatcher" permissions group to the Password field on the User form.
The Help Desk folks can then make password changes without needing admin
permissions.
