5 years ago I worked with a telephony package from Dialogic (?) that consisted of a 2-channel phone card and software API to control the card. The API was pretty simple - play wav file to line, record from line, send DTMF tones to line, receive DTMF tones from line. I think we purchased the whole package for ~$350. We ended up extending it to take coin orders over the phone, access PIN-secured accounts, ... - the sky is the limit!
