I don't remember the output exactly but I remember we had problems with the make test during our install of ARS Perl.
I read somewhere that the make test doesn't work in all cases and was buggy. We went ahead with the make install, and everyting works fine. So you might want to try the make install and test if it works, as long as it's on a dev machine.
