You have to increase the Heap Space. There was a topic just some days ago with suggested values and description (dont recall them as of now).

Things work fine if you use the BMC supplied logon screen, but direct urls don't. I have already opened a case with them as I had the same problem when 6.3 Mid-Tier was released and they did eventually patch it. Go into the preference form for a test user and define a timezone to see if that clears up your problem.
