I believe you have to fix this on the server. Are others having the same problem? If this is just an isolated incident then I'm not sure if this will fix the problem.
On your Mid Tier server: Copy the \resources\standard\javascript\timezone\America_Indianapolis.js file into a new file called America_Atikokan.js in that same directory. I wouldn't recommend using New York as a base as Atikokan doesn't observe Daylight Saving Time, and is constantly in EST.
