I did an import of Opt cat and found a problem with how it was related to 
Global mapping. I have listed below what I found. I would suggest you look for 
similar filters for the prod cat and also modify them to fire on merge.
 
Import Operational CTI:
 
When you import Operational CTIs there are 2 filters that need to be taken into 
consideration to insure that either a specific company or Global company 
association entry is created. The filters are listed below.
 
CFG:CAT:CreateDefaultGlobalCompanyAssoc_795_PPDA
CFG:CAT:CreateDefaultConfigCompanyAssoc_795_PPDA
 
One of the qualifications is:
( 'Service Categorization Tier 1' !=  $NULL$ ) AND (( 
'z1D_Company_Relationship' != "Current configuration company") OR (( 
'z1D_Company_Relationship' = "Current configuration company") AND ( 'z1D 
Company' =  $NULL$ )))
 
When mapping the import of CTIs if this needs to be a global CTI, 1 into the 
field 'z1D_Company_Relationship'. If this needs to be for a specific company 
map 0 and enter the exact company name as listed in the company form into the 
field  'z1D Company'
