Thanks for all your help Appajee and Stephen. At Appajee's suggestion, I ran Depends.exe (http://www.dependencywalker.com/) on arcni.dll and found a missing dll (dwmapi.dll). Once I got that dll and put it in place, the problem went away. I have no idea why I was missing that dll.
