The documentation could include a clearer example of what you need to do. When you have it setup right it works well.
Just one more word of caution, if you change the template content you may not see a difference in the email right away. The template is cached and you need to wait for the cache to refresh or stop/start the email engine. On a development server you can turn the cache refresh in the properties file so it easier to see changes. You add the content of the template to the "AR System Email Templates" form as an attachment to a record with the name that you reference in the Filter Action.
