You have to install the crystal viewer that installs that dll file in the Windows directory.. In order for that to happen while installing the user tool, the user installing the user tool must have administrator rights to the machine..
I am not sure it will work if the dll file is placed in any other directory but then it may if you have it in the PATH.. Give that a shot..
