Would creating a computed group that has all or most of the 36 groups for that user?
You didn't mention what the goal of adding this person to 36+ groups was. If you are looking to give this person permissions (forms, records, workflow, etc.) then this may work for you. If you are looking to add them to the groups for request assignment reasons then this may not be an option.
