That's not what the TWO_TASK variable is for.. The TWO_TASK variable is a
Oracle client environment setting and has nothing to do with how many AR
Servers you have.

This variable points the Oracle client to the alias of the DB. It is used as
an alias to connect to either a local or a remote machine, so is a must if
your database is remote. You can have local instances connect without
defining the TWO_TASK variable.

Since I'm not really an oracle pro, I hope I explained the above right..

I bet it was this variable that was the reason why your connectivity was
failing as you didn't have it defined on your environment..

I took all of your advices and it worked.  Unfortunately I don't know which
bit of advice actually made the difference. (I was too eager to get this
working to do a controlled experiment.)

I set the "TWO_TASK" variable (which I thot was only necessary if you have
two ar systems on the same machine), and I reset the password to
"AR#Admin#".  Neither of these steps were necessary in the test environment,
but if it works I'm not going to argue with success.
