It's pretty easy for what my company's needs are. BMC will provide you with license keys specifically for DR if you ask for them. Additionally, all you really need to do is get AR System installed on the backup server, then copy over the ITSM files (alternatively, you can install the ITSM suite on the new server, it just takes too long for me.) After that, all you need is a copy of your production database, hopefully on a DR database server, that you can point the new server to.
The same goes for migration to a new server. I've had to move my ITSM 7 application and ARS 7 server around three times this year to different servers, and it isn't difficult. You just have to know how to change your ar.cfg file to point to the DR database and any other changes (e.g. directory structure being different) and you're set. The hardest part of migrating to a new server is dealing with Remedy's archaic licensing.
