Yes, your presence here is always appreciated, David, but your response does beg the completely academic question of why a tool was selected/deployed in such a way as to hamstring those using it in the way you described, when Remedy ARS, as you well know, can easily satisfy any business requirement.

Because our internal tracking system will not allow an RFE in "Closed" status mode to be re-opened, we place RFEs that will not be considered in "Retired" status mode for awhile before closing them. This enables us to "re-open" the RFE if circumstances require it instead of having to create a new RFE.
