I'm not sure about the east coast, but in my area, more in the middle of the
country, the contractor I know, including my self regularly set rates more
to the tune of 90 to 150, and are accepted with out much hesitation or
haggling, more if there is travel involved.  These projects are usually set
up through a consulting firm and you know they are adding 5 to 20 percent to
that rate so they can make their money, also these contracts range from 3
months to multi year.
