Maybe a dumb question, but did you make sure that Delete is even enabled for the specific form(s) you want them to delete? As in, can you, as Administrator, delete these records and they cannot?

If so, try refreshing the user and group cache using the arsignal command from the AR System bin directory and then ask those sub admins to relogin.
