Yes I was wrong about Changeable Mode. A Submitter does require a license if the mode is Changeable..

You can set the system on two modes where the submitter mode is locked or changeable. These modes allow you to reset the value of the Submitter field through workflow if need be. But irrespective the current Submitter of the case can make changes to fields that he has change permissions to.
