Hi Nall

I came across the same error sometime back.
We found out that webservices plugin was not installed on the server while 
performing Remedy version upgrade.

Do you get any error while restarting arplugin?

If none of the webservices are working on your server:

1) check the arplugin directory for the installed plugins.

2) Also check the ar config file for the plugin location, the web service 
plugin may be installed under a different directory.This should be moved to the 
location mentioned in ar.cfg.

Have you confirmed that the external Web Service is still there? (And
still conforming to the WSDL that your filter knows?)

Maybe the exact error message is misleading and the real issue is a
timeout?
