For me it was in C:\Program Files\AR System\Mid-Tier\WEB-INF , where
web.xmlis as well.

I assume the midtier installation wanted to overwrite web.xml, but since I
had tomcat running at the time of installation (yeah not smart) it could not
overwrite.

It is basically web.xml, but with extra entries for the BO servlets.
