Shawn,
After you install SLM 7, you need to install the SLM ARS integration which 
will setup SLM Goal Types for any ITSM applications that you have 
installed.  For example, if you have Incident Management installed, it 
will install the Incident Response Time and Incident Resolution Time Goal 
Types.
