Thank guys. The Modify All worked. For some reason I was under the impression you couldn't do a Modify All for People records.

I think this is the filter that is causing the issue for you: CTM:PPL:GetStatusRuleSet_030 You can make a copy of it, disable the original and add "OR $USER$ = 'AR_ESCALATOR' to the end of the Run If and that should allow the escalation to run.
