I seem to remember this being MidTier patch related....and it had to do with the fact that CI Viewer logs onto the MidTier to retrieve the report, and non-admins aren't able to log on using two different 'computers' at once....if you turn on server side logging User you may find that the attempt to open the CI Viewer causes an error in the log for that user...if I'm remembering everything correctly there was a Mid-Tier patch that fixed this problem.
